Striving for Safer Communities

Our Mission

Safer Steps was created with one aim in mind, enhancing community safety by providing high quality training packages to those working with people who pose risk to people in our communities. 

Founded by Adam Dolby and Emma Breadner, with over 13 years of experience working in the Criminal Justice System and working with people who commit offences, Safer Steps takes from a wealth of experience and provides tailored training packages, consultations and digital products for training staff. Our focus is to support voluntary sector organisations, education institutions and companies with training in what we know works in risk management, safeguarding and education surrounding crime. Safer Steps operates and is designed under the notion that "risk is everyone's business", and seeks to promote multi-agency working, our understanding of risk, working with complex mental health, personality disorders and people engaging with the justice system, and what steps we can take to reduce harm to potential victims, the community and staff. 

Our services are available to all, with costs kept to a minimum to make the service available to as many people as possible.

Adam Dolby - Founder/CEO and Trainer

Adam has a decade of experience working in the Probation Service, where he has worked with a diverse range of individuals who have committed offences. Adam specialised in working within a complex Personality Disorder team with high risk, complex mental health cases, completing psychological formulations, and risk management and analysis. Adam has also managed staff who supervise caseloads, ensuring quality to their risk assessments and providing guidance to the management of their cases. Through Adam's experience in management within the Probation Service, he has gained experience in Operations, management skills, presentation and public speaking, often at multi agency and community events for safeguarding, risk and prevention of crime. Adam has been a lead for gang offending, youth transition offending, engaging people on probation and supporting staff in continual development surrounding building skills and understanding in managing complex, mental health cases. 

Adam is passionate about risk assessment, understanding behaviour, and managing risks. Adam has both expertise in complex, personality disorder and high risk offending cases, and substantial knowledge in the justice system, prisons, parole and court. Adam has a long professional history of multi agency working, working with Education institutions, social services, NHS services and the Police service. Adam founded Safe Steps to share this knowledge and ensure that everyone has the knowledge to effectively assess risk and promote multi-agency working.

Emma Breadner - Founder/CEO and Trainer

Emma Breadner has worked in the Justice system for 5 years with experience of both the prison system and community probation. Emma started in a sexual offending interventions team, highly trained and experienced in providing intensive interventions to those who perpetrate sexual offences. Emma has worked in community probation, completing her Probation qualifications and working as a qualified probation practitioner with low, medium and high risk perpetrators. Emma has experience of working with many types of offending behaviour, with an expertise in sexual offending, grooming and safeguarding of children. Emma was a qualified facilitator, trained in providing responsive and engaging programmes and workshops, with experience working with those with learning needs and learning disabilities. 

Emma has experience and knowledge in writing a plethora of reports surrounding risk management, analysis of offending, programme needs assessments and has extensive experience in working with agencies including prison, psychology, NHS services, social services, police and Education institutions. Emma has professional experience of multi-agency working and child protection meetings, core groups and child safeguarding processes. Working alongside social services and police, Emma has a plethora of experience to share surrounding systemic supports available for safeguarding and preventing victims, alongside an expertise in understanding offending behaviour, risk, and in particular, grooming and sexual abuse.
